Matt, thanks for pointing the legacy commands out.

I¹m thinking a blueprint that lists where legacy command information needs
to be replaced by OpenStack Client Commands.

It can add this into the consistency IA plan I wrote from items that
didn¹t fit into the Mitaka scope -
