I'm not sure we ever said not to *mention* third parties, but we did remove content pertaining to proprietary drivers last year: https://review.openstack.org/#/c/191041/
That said, I think I agree with the majority on that bug that it could look like an endorsement, and in the security space that's probably something we want to avoid. I don't think I'd go so far as to say "not endorsed by OpenStack" (as in the example in your bug), but I would probably avoid mentioning them by name directly.
