[OpenStack-docs] Some housekeeping on docs.openstack.org

Since the admins from cloud sites mentioned that we're by far their
largest users with docs.o.o, I've done some analysis on what we store
there and what can be removed.
I've put this analysis at https://etherpad.openstack.org/p/CGMHA4ANGZ
I propose to remove this content now:
1) Retired and renamed repositories under /developer. Those are not in
our index pages at all!
2) Content that we already redirect to other pages
3) Old milestones (not releases) for developer documentation
This will remove 887 MB from docs.openstack.org - roughly 9 % of the
data on it.
I plan to do this housekeeping on Friday. If you have any concerns,
please bring them up.
If you have specific questions on content that you want me to look at,
please tell me and I'll try to investigate,
