I just broke building of our repos with the new release of
openstack-doc-tools. I'll fix it and will recheck jobs that failed
afterwards.

Failure is checkniceness failing with:
ERROR: InvocationError: could not find executable 'openstack-doc-test'

We removed the tool completely.
