We could also link to http://releases.openstack.org as general place for
all projects or the mitaka specific one
http://releases.openstack.org/mitaka/index.html - or perhaps only from
http://docs.openstack.org/developer/openstack-projects.html ?

Yes, linking to Release notes is a good idea - I'm not yet convinced to
