This happened to me a couple times. I think if you check the files called before keystone-install.rst,you'll find someplace where the order of marking the section headers is different. If you fix that,the keystone-install file will be fine.
Apparently there are different conventions for the order of the heading marks in a file and some of thedocs show that it should be ----- then ~~~~. Sometimes the build messages bust you for having theheadings out of line, but sometimes RST apparently just adopts the new conventions. I'm not enoughof an RST expert to explain this thing.
I confess that, the first time this happened to me, I shrugged and said "whatever" and used the order forthe headings that worked. But this then caused problems in the subsequent files...
