Open Stack

Matt has a problem with using only in 
https://review.openstack.org/227609, is there anybody that can help why 
this is rendered wrong, please?

His plea for help is:
"In the keystone-install.rst file, I put some test section and 
subsection headings to show a conditional rendering problem. If the 
headings use the conventions order of "~~~" and "---", nothing renders. 
If they use the opposite order of "---" and "~~~", the content renders. 
Can you help?"

I looked but I'm puzzled right now,
