[OpenStack-docs] [install-guide] should we disable SELinux on Fedora?

Also, I'm working on a patch for architectural changes to the installation
guide [1]. If you want to submit patches for RST issues, please make them
depend on this patch because rebasing has become a HUGE headache over the
weekend.
