Btw. there's this bug open since ages:
https://bugs.launchpad.net/openstack-manuals/+bug/1427246

There is rst2pdf and the config files have first support for it. If you 
like to take the bug, check whether rst2pdf (or any other solutions) 
works in our environment and proposes output that looks reasonable and 
send patches,
