[OpenStack-docs] [install] change the time of the EU IRC meeting

Hello everybody.
In the last EU IRC meeting we discussed a change of the meeting time
because not many peopled to join this meeting at the moment. At the
moment the meeting time is 13 UTC. I want to propse to change the
meeting time to 17 UTC.
