Open Stack

During the RST conversion we lost all the roadmap.rst files, I've
made the following patch to restore them - placing them outside the 
source directory:

Do we want to add these again and keep them updated? Or should we remove 
all of them since nobody missed them during the migration?

Please have a look at the change to see the current state of the files 
and comment there or here on how to continue. I've marked the change as 
WIP to give us time to discuss,
