[OpenStack-docs] Debian moving to Keystone API v3: delaying my install-guide contribution

Hi there!

As per the plan I wrote about earlier, I'm slowly switching Debian to
use the Keystone API v3, to make the packages closer to the
install-guide. I already have Keystone itself working, and I have tested
Glance. None of this work is yet sent to Git, as I prefer to test
everything at once before going further.

This delays my plan to contribute to the Debian install-guide, however,
it's a much needed improvement I believe.

Now a few questions, as I am a newbie using Keystone API v3.

- Am I right to believe that there's no need to set the domain when
doing Keystone catalog operations?
- When managing roles, there's no domain either?

It seems to me that the above is true, I'm just checking my facts here.

Also, is tempest working fully with the v3 API? I'm scared to break my
CI by doing the switch.
