Open Stack

On the infra side, I optimized a bit when to run jobs. Since every job
we run, is a job we have to wait for - and one that will produce load on
infra, - I limited some jobs so that they are only run when needed:

* Translation checks: Only run if PO/POT files change
* links check: Only run if XML files are changed
* syntax check: Only run if XML, PO or POT files are changed
