[OpenStack-docs] Viewing HTML of RST for Developer Docs

Going for clean start and crossing fingers...
*I blew away the repo and started over. *
*Clone repo*
$ git clone git at github.com:openstack/swift.git

*Everything looks good, so I go for the tox command and it fails. I see
that it is stumbling on "pyeclib.ec_iface". Any suggestions appreciated on
how to correct this. *
