[OpenStack-docs] Forking the installation guide for Kilo

For many releases, the installation guide audience often went straight to
the trunk version because it contained most of the patches. In some cases,
only the trunk version actually resulted in a usable installation. However,
significant changes to the guide over the past year generated quite a few
bugs from attempts to install the current release using the trunk version.
For the last couple of releases, we attempted to solve this problem using
backports to unify content between trunk and the current version until a
couple of months before the next release and also by increasing visibility
of versioning. We're nearing the middle of Kilo milestones and should
discuss when to fork the installation guide and relegate the Juno version
to maintenance patches only. For the most part, we should base this
decision on the number of significant changes and availability of
resources. Here's a list of potential changes (so far) for the Kilo version:
1) Replace individual clients such as python-keystoneclient (pending
deprecation) with python-openstackclient.
2) Enable Identity API v3, Compute API v3, and Block Storage API v2.
3) Use non-guest credentials for RabbitMQ.
4) Improve Debian content. Thomas Goirand wrote a patch [1] for Identity
service chapter. Due to significance of the patch, future similar patches
for other chapters, ongoing discussion, and a chances of leaving the Juno
version in a bad state (particularly making backports confusing), we should
consider pushing all of these changes to the Kilo version.
I'm sure this list will grow.
