Open Stack

With the latest Juno release in mid-November, the code repositories are 
now frozen and no future releases will be done.

I suggest that we end-of-live our branch as well but first - as 
discussed at Icehouse end-of-life - document that the manuals are frozen:

Then I'll ask the infra team to end-of-life the stable/juno branch of 
openstack-manuals,
