Did you look at the instructions for creating a volume in the End User Guide?
You can create and manage volumes from the Horizon dashboard:
OpenStack Docs: Create and manage volumes
|   |
|   |   |   |   |   |
| OpenStack Docs: Create and manage volumesCreate and manage volumes¶ Volumes are block storage devices that you attach to instances to enablepersistent storage. |

You can also use the command line:
OpenStack Docs: Manage volumes
|   |
|   |   |   |   |   |
| OpenStack Docs: Manage volumes$ nova image-list+-----------------------+---------------------------------+--------+--------------------------+| ID | Name | Status | Server |+-----------------------+---------------------------------+--------+--... |

I hope this helps!meg
