[OpenStack-docs] Adding to Install documentation

Hi Andy,

The upstream installation guide only covers a simple, manual installation
from mostly stock packages provided by several distributions. Guides for
all automated/opinionated/complex products such Mirantis Fuel and
RDO/Packstack reside outside of the upstream documentation tree.
