[OpenStack-docs] xinclude statements for the Networking Guide

We originally thought the networking guide would merely aggregate content
from other documentation using includes, but further investigation into the
latter (particularly the admin guide) revealed plenty of issues such as
defunct information, disorganization, inconsistency, and just plain lack of
comprehensive content. Now we plan to build and/or update content in the
networking guide and use includes from other documentation to it.
