[OpenStack-docs] Reviewed page for Conventions and Style guide?

I'm cool with whatever makes the style guide easiest to find and
comprehend. Repo doesn't matter much to me, but openstack-manuals seems to
make sense given the content and audience. As for the format, I prefer
something more topic-happy and less encumbered... perhaps markdown, RST, or
asciidoc.
