[Openstack-docs] convert the HA guide from AsciiDoc to DocBook

I'd be happy to do the conversion; it's something I'm familiar with, I have
blocks of time where I can do it, and Diane, you can be more useful doing
stuff that I can't, as a rule.

That said, if you're set on doing it yourself, I won't stop you. :)
