So, api-ref-guides should only build the PDFs but no html files? And
then we move all the PDFs somewhere on api.openstack.org?

Where would you publish api-ref-compute-v2.pdf? Should it go to
http://api.openstack.org/api-ref-compute-v2.pdf ?

Let me give that a try...
