[Openstack-docs] Reworking publishing of translated manuals

Noticing how much work it is to add a new language to publish, I've just
reworked our setup.

I've proposed patches for each repository to use tools/test-language.sh
with arguments for the lang tests and added a new "publishlang" target
that publishes all translated manuals. Adding a new manual for one
language now means just editing the test-language.sh script. Thus we
will have a single place to change when a manual needs to be published
for another language.

This also allows a much simpler setup of Jenkins - see:
https://review.openstack.org/103646

Note that we're already gating on the languages, so will see when
something fails,
