[Openstack-docs] New commit templates

Great Nick. I was just thinking about it myself, and wondering what format
would work well?
Thoughts:
- wiki page - could be copy/pasted, and this page exists already:
https://wiki.openstack.org/wiki/GitCommitMessages. Seems like a good place.
- templated text in Gerrit somewhere that just sets DocImpact: yes until
the contributor sets it to no?
Other ideas?
