Open Stack

The API project repositories like compute-api, database-api, etc, are
now using the same setup that api-sites is using: Gating via tox.

Also, the operations-guide is using this setup now.

The infra-team approved and merged the patch for this last night.

Next on my list: Converting openstack-manuals...

If you notice anything strange with the gating jobs, please ask me.

I just run some "recheck no bug" to have jobs gated,
