Hello, I have added documentation for the Work In Progress (WIP) tag on the OpenStack Doc wiki page. By using OpenStack gerrit review website, the review owner can set Work In Progress tag on his own review. The core reviewer can set the same tag on other's review. I have updated the wiki.
