I agree with that but consider writing a short style guide first on what
you want to do (or write it as you go). You could reference the one for
oslo.config that is up for review
(https://review.openstack.org/#/c/69381/ ) if that is sufficient.

I can work together with you on patching these if you like.

Btw. I made some fixes for ceilometerclient already - concentrating on
capitalization and periods:
