I'm gonna make it Wednesday, 12/17. Follow the sun and start at 00:00 UTC!

I've updated https://wiki.openstack.org/wiki/Documentation/BugTriageDay in
preparation.

I plan to work mostly on API doc bugs, feel free to triage where you see
fit.
