Open Stack

The blueprint for Glossary syncing is finished. Now whenever the
glossary is changed in openstack-manuals, operations-guide and
security-doc will get a patch proposal like:
https://review.openstack.org/#/c/114960/
https://review.openstack.org/#/c/114959

Do not edit these patch proposals. If something is wrong, let's not
merge and instead fix openstack-manuals...
