[Openstack-docs] publishing challenges

Good morning, I noticed that we published the pages from www to
docs.openstack.org/www - and currently clean up ;) Since this is a
series of related but in depended patches, I'll send an overview here.

I noticed this when http://docs.openstack.org/icehouse/index.html did
not get published and debugged.

Fix for this is:
 https://review.openstack.org/#/c/88126/

For api-site, there's a similar patch - but here we publish www
separately, so we need to handle this slightly differently:
https://review.openstack.org/#/c/88132/

This needs changes for havana as well:
 https://review.openstack.org/#/c/88136/

And I've got an infra change to not run the translation jobs on stable
branches:
 https://review.openstack.org/#/c/88135/
but since 88136 creates them as noops, no urgency for the infra job


And then there's a patch for the openstack-doc-tools to add --publish
that will not publish www at all. This can go in later and then we add
--publish to tox.ini...

Once this is done, we can remove docs.openstack.org/www directory, it
shouldn't be there
