[Openstack-docs] branching later?

So, here's my proposed plan of action:

1. Approve and merge https://review.openstack.org/#/c/87616/
   Now Install Guide and config reference get published to /icehouse in
addition to /trunk.

2. We create the usual webpages (docs.o.o/index.html and
docs.o.o/icehouse/index.html) pointing to /icehouse

3. Continue working on master and declare that master is for Icehouse at
the moment. We're not doing any backports and we're not branching yet.

4. In X weeks time do the following:
   a) revert the patch above
   b) split of stable/icehouse branch

5. Now we work on master and backport relevant changes - and can start
with Juno work.

Step 4 can be done once the flow of bug reports has slowed down and we
declare the guides as "good enough" ;). So, this late branching will
save us a lot backports.

Citing Anne from IRC "We will judge the amount of X weeks based on
demand to document Juno and demand for Icehouse changes."
