[Openstack-docs] service networking restart doesn't work

I'm using *Ubuntu 12.04.3 LTS Precise. *
I'm also testing this instruction on Ubuntu 12.04.1 LTS but it doesn't
always  work . I don't know the why but my advice is substituting* sudo
service networking restar*t for* sudo /etc/init.d/networking. *I don't know
if it is a right advice but the last always works.
