Ok, second try in answering ;)

openstack-config is used by both Fedora/RHEL and openSUSE but AFAIK not
by Ubuntu. The install-guide needs to make these sections dependend on
os="fedora;rhel;centos;opensuse" and add alternatives for Ubuntu.

Could an Ubuntu expert confirm this, please?
