Hi Diane,
My thinking is that the sections would be written for different audiences:

Config Ref: How to configure swift to enable TempURLs and use FormPost. So
to me, everything marked audience="config-ref"should just go in the config
ref and does not belong in the API ref.

API Ref: How to create TempURLs and use FormPost.

Can you just separate out the content by audience without conditionals? The
API users don't need to know how to configure the feature on a swift
cluster.

Sorry for all that effort for what should have been a simpler explanation
of what I wanted! I'll try to describe more details next time.
