Yes, I think that's possible.

My first goal would be to have the setup working for openstack-manuals
and operations-guide, then api-site - and then look at the <service>-api
situation.

Having the tools outside will make it far easier for us to update them -
but has the risk that a change to them will stop gating directly. So, we
need to be careful...

For now, I suggest to just create the new repository - and then let's do
some testing what works on a smaller scale,
