    API to reset a db state of a migration
    
    Extending the resetState action on servers, to fix failed migrations.
    When a migration hangs or fails, the migration is recovered.
    This API is called to reset the migration and instance states to mark the
    migration as complete or to revert the migration.
    
    DocImpact: When server action os-resetState action is called with
    fix-failed-migration flag, the server vm_state is set to 'resized' and
    the server migration status is set to 'finished' so that the server
    resize can be reverted
