    Fetch InProgress migrations through Admin API
    
    DocImpact: This patch adds an extension 'Migrations'. If this
    extension is enabled and admin would be able to fetch InProgress
    migrations for a region/cell. The route for fetching migrations for
    a region is - v2/{tenant_id}/os-migrations. The route for fetching for
    a cell is -v2/{tenant_id}/os-migrations?cell_name={cell_name}.
