    Add a slave db handle for the SQLAlchemy backend.
    
    Currently there are many read queries performed by the Openstack project which
    could be offloaded to clusters of replication slaves. Adding this handle
    let's projects utilize this capability. This patch adds two new configuration
    options: sql_slave_connection and sql_reads_to_slave.
