    Implements complete tenant isolation filter
    
    Gives to the "AggregateMultiTenancyIsolation" scheduler filter
    the complete tenant isolation functionality.
    If the metadata "filter_tenant_id" is defined in an aggregate,
    instances from that specified tenant can only be created on hosts
    belonging to that aggregate.
    
    Previously if a host didn't belong to any aggregate or belonged to
    an aggregate that didn't define the metadata “filter_tenant_id”
    instances from all tenants could be created in the host.”
    
    Implements: blueprint multi-tenancy-isolation-only-aggregates
