Thanks for a lot of your cooperation.

I succeeded build in Japanese.
I changed the clouddocs-maven-plugin.pom of 1.8.1-SNAPSHOT, also.
After I got BUILD FAILURE, I edited ~/.m2/repository/com/rackspace/
cloud/api/clouddocs-maven-plugin/1.8.1-SNAPSHOT/
clouddocs-maven-plugin-1.8.1-20130508.183418-2.pom
(refer to 1.7.3-SNAPSHOT)
