    Make max length of user name configurable.
    
    Length of user_name in database may be too short for X.509 DNs. This
    change makes the max length configurable, but does not modify the DB
    schema.
    
    Fixes bug #1081932
    DocImpact: we need to document that the DB schema needs to be updated
    manually.
