I think the problem here is actually with the gating validation script.
It must only be validating individual files instead of the book files.

I think in this case the gating job is redundant. The maven plugin will
also already validate xrefs and links by validating the root document.

There was a time (pre 1.6.0 IIRC) when the maven plugin was not checking
xrefs and links (IDREFs), but it does now so perhaps the gate job is no
longer needed?
