    Change Set_host_maintenance to scheduler enabled
    
    Set_host_maintenance in its current implemention
    is based on specific driver capability (e.g. xenapi VM.pool_migrate).
    
    A generic implementation that will enable this feature for other hypervisors
    is based on nova-scheduler ability to schedule migrations of the VMs to other
    compute nodes.
