    Add NoopQuotaDriver
    
    Allows turning quota calls into no-ops, pretending that all quotas are
    unlimited.  Useful for child compute cells.
    
    Use by setting this in nova.conf:
    
    quota_driver=nova.quota.NoopQuotaDriver
