[Openstack-docs] Doc Translation

Anne,

I think it's better to use the master branch, because the CI integration is
with the master branch, not the stable branch.
We can start from the slicing tool. That tool has been used for several
month and proved to be workable.
We can move it to master branch firstly. How do you think?

Btw, I don't know about the backport process. Can you give me some
guidance?
