Open Stack

FYI: We've gradually removed tabs (replaced by spaces) from the manuals,
I've now enhanced the niceness check of our gate to complain about tabs:
https://review.openstack.org/#/c/64203/

AFAIK all issues in openstack-manuals are fixed.

This change will only go live once we the openstack-doc-tools project is
used for gating.

I'll update the Conventions wiki page later to write about tabs - once
this patch has been integrated,
