[Openstack-docs] Autogenerate-config-tables code patch

Cool indeed :)

For those following at home, I have a patch @

https://review.openstack.org/#/c/41230

which shows the beginnings of such a direction for network plugins.

One section per plugin, which - given time - we can add a nice 
introduction to, like for example the rpc section. Then the definitive 
tables are included below...
