[Openstack-docs] Config Guide inclusions

It is included in at least the Compute Admin and Object Storage Admin Guides and maybe more. It is reused a lot.
I'll look tomorrow to see if I have any Ubuntu specific info squirreled away related to reserved UIDs/GIDs. I don't think I do.
