[Openstack-docs] Common content strategy?

I think we need criteria for what goes into the common directory in
openstack-manuals. 

For me, this criteria is: Two or more books in other directories must
share that file. 

If the file is used in a single book, that file should not be in the
"common" directory, but should be in that book's directory.

I think the advantage of files in the common directory is this: It makes
people aware that if they edit/remove a file in 'common,' it affects more
than one book.
