    One DNS manager is enough.
    
    Previously there was a distinction between a "fixed IP DNS manager"
    and a "floating IP DNS manager". Remove this distinction, and have
    one manager manage everything.
    
    DocImpact: flag names have changed and functionality is simplified.
    
    Progresses blueprint dynamic-dns.
